Small-scale retail, service and office uses support daily life in Neighbourhoods and encourage complete, connected communities, contributing to amenity, sustainability, equity, diversity and vitality.
As part of the Expanding Housing Options in Neighbourhoods initiative, the City of Toronto is investigating ways to support the preservation and growth of these uses for existing and future residents of the City’s designated Neighbourhoods.
The draft Zoning By-law Amendments are to permit small-scale retail, service and office uses on residentially-zoned properties within Neighbourhoods city-wide and to update the home occupations permissions in all areas.

Residents of Calgary turned to restrictive covenants to stop unwanted mid-rise and multiplex development in their neighbourhoods.

At their meeting, starting December 17, 2024, there was a Motion to Refer this Item, moved by Councillor Stephen Holyday (Carried)
That City Council refer the item back to the Chief Planner for consultation with the public and residents’ associations accompanied with a professional communications campaign through mainstream media channels to explain the proposal and gather their opinion.
Despite a petition signed by over 700 residents, the KPRI and residents raising and spending $50,000 on legal/planning fees to act as a Party along with the City at the OLT, the City’s legal and planner efforts resulted in a settlement for three 14-storey towers.
Many residents find this inappropriate.
Update: Success!
The objective of obtaining a deferral was achieved. At the June 18th meeting of the Executive Committee, a motion by Councillor Perks to defer consideration of the matter was carried. Go here for the details of the meeting on the City website.

Ontario Bill 23, created by the Doug Ford Provincial Government, was passed by the Legislature on November 28, 2022, This is considered a “dangerous bill which, among other things, decimates the Greenbelt that I helped to create as your Member of Provincial Parliament and severely reduces local planning authority and funding for affordable housing.” — Councillor Mike Colle, Ward 8, Eglinton-Lawrence.
It is important that everyone is aware of the effects that this Bill will have in the City of Toronto and across the entire Province.
The Bloor West Food Bank serves our immediate neighbourhood. They are desperately low on non-perishable food and financial resources. They served 95 families at this time last year and are now serving 280 with approx 20 new families registering weekly. They are giving less and less each week to our clients as their numbers go up and food resources decrease.
After mediation attended by the City Solicitor, local Participants and a Party (TOCA), the City and Tridel reached an agreement which was reflected by the OLT in their Order dated June 12, 2022. The Order can be viewed here.
York Region’s decision to open up 1,400 acres of Greenbelt in Markham and Vaughan for active parks, while setting the stage for various other uses, directly conflicts with the Greenbelt Plan, 2017.
